摘  要:2013年至今,我国海绵城市建设不少试点城市已取得较好的效果,然而如何客观地评价海绵城市建设综合效益成为了亟待解决的问题。提出一种基于NASH均衡博弈组合赋权-云模型的评价方法。首先构建海绵城市综合效益建设评价指标体系,接着基于灰色群组聚类法确定主观权重,基于熵权法确定客观权重,以NASH均衡博弈理论确定组合权重,将确定的权重引入云模型和相似度计算确定评价等级。以郑州市为研究对象进行海绵城市建设综合效益整体评价。结果表面郑州市海绵城市建设综合效益逐年提升,2020年已达到良好的水平,与客观事实相符合。提出的评价体系能克服现有评价体系存在的权重分配不合理的缺点,能够提高综合效益评价的科学性和合理性。Since 2013,many pilot cities of sponge city construction in China have achieved good results,but how to objectively evaluate the comprehensive benefits of sponge city construction has become an urgent problem to be solved.In this paper,an evaluation method based on NASH Equilibrium Game Combined Weighting-Cloud Model is proposed.Firstly,the evaluation index system of the comprehensive benefit construction of sponge city is constructed,then the subjective weight is determined based on the grey group clustering method,the objective weight is determined based on the entropy weight method,the combined weight is determined by the NASH equilibrium game theory,and the determined weight is introduced into the cloud model and the similarity calculation to determine the evaluation level.Taking Zhengzhou City as the research object,the comprehensive benefit of sponge city construction was evaluated.Results The comprehensive benefit of sponge city construction in Zhengzhou has been improved year by year,and has reached a good level in 2020,which is consistent with the objective facts.The evaluation system proposed in this paper can overcome the shortcomings of unreasonable weight distribution in the existing evaluation system and improve the scientificity and rationality of the comprehensive benefit evaluation.
