整体动员与专业治理:老旧小区非成套住房的参与式改造

摘　　要：与当下时兴的社区公共空间营造相较,历时久远、缺少独立厨卫、涉及多种产权的非成套住房改造,是老旧小区改造中的老大难问题。作为新中国成立初期兴建的工人新村聚集地的上海T街道,近年来,对老旧小区大批非成套住房尝试了多主体协作的参与式改造探索。实践经验表明,整体动员与专业治理是老旧小区参与式改造得以可能的关键。涉及政治动员、科层动员和社会情理动员的整体动员,是参与式改造至为重要的价值驱动,涉及专业社会力量和专业方法技术应用的专业治理则是参与式改造重要的技术支撑。整体动员与专业治理相辅相成,在一定程度上有效回应了老旧小区改造过程中的合法性与效率难题,亦是对社区更新情感治理研究的增进。Compared with the current popular community public space construction,the long time,the lack of independent kitchen and bathroom,the reconstruction of a variety of property rights,is a difficult problem in the reconstruction of old residential community.As the gathering place of the new workers'village built in the early days of the founding of the People's Republic of China,T Street in Shanghai has tried to explore the participatory reconstruction and renewal of a large number of non-integrated housing in old residential community in recent years.Practical experience shows that the overall mobilization and professional governance are the key to the possible participatory reconstruction of the old residential community.The overall mobilization involving political mobilization,bureaucratic mobilization and social rational mobilization is the most important value drive of participatory reconstruction,and the professional governance involving professional social forces and the application of professional methods and technologies is the important technical support for participatory reconstruction.The overall mobilization and professional governance complement each other,and to some extent effectively respond to the problems of legitimacy and efficiency in the reconstruction process of old residential community,and promote the research on emotional governance in community renewal.
