摘 要:对中国社会工作组织体系的历时性和共时性考察显示,社区组织体系对专业治权的拒斥、社区职业系统对专业治权的剥离和社区公共需求的异质性对专业治权的稀释,致使社区社会工作陷入表面嵌入、实则悬浮,形式有效、实质无效的“目标置换”危机。而基于地方知识语境、以专业服务合法性供给为使命、由专业共同体内部所共享的社会工作专业治权的策略转型是未来中国社会工作迈向本土化的必由之路。对此,可从组织共同体、政策共同体和服务共同体“3C”战略导向破局。此处的三大“共同体”本质上是一种内生于现有党政系统的、“半专业-半行政”的“政专复合体”。This paper investigates the diachronic and synchronic nature of China's social work community organization system and finds that the rejection of professional governance by the community organization system,the stripping of professional governance by the community professional system,and the dilution of professional governance by the community public demand have resulted in the crisis of“goals replacement”among the community social work.Community social work is embedded on the surface,suspended in reality,effective in form but ineffective in substance.Hence,the transformation of professional governance strategies is the only way for the localization of social work in China in the future.Specifically,it can be established through the“3C”strategies,which are the organizational community,the policy community and the service community.These three“communities”are essentially an“administrative-professional complex”that is“half-professional-half-administrative”endogenous to the existing regime system.The birth of new organizational structures such as Township(Street)Social Work Stations and Central Social Work Department is a necessary path for the transformation of social work professional governance to modernization.
