巴西与非洲葡语国家高等教育合作研究——以莫桑比克为例

摘　　要：21世纪以来,巴西政府秉持“团结外交”的指导方针,基于同为葡语国家的历史文化联系和20世纪末以来形成的紧密合作关系,加之莫桑比克对高等教育发展的强烈需求,巴西得以与其开展全面合作,双边合作成果丰硕。近年来,巴西国内政治环境和经济形势深刻影响了该国对外合作的方向和模式,而国际形势的变化也在影响着相关事业的发展。同时,巴西存在着合作中心协调机制较弱、部分合作项目未能充分考虑受援国实际情况的问题。Since the onset of the 21 century,Brazil has embraced a“diplomacy of solidarity”policy,leveraging historical and cultural connections as Portuguese-speaking countries and robust cooperation since the late 20th century,alongside Mozambique's intense demand for higher education,Brazil has engaged in extensive and fruitful bilateral collaboration.Recent shifts in Brazil's internal political and economic landscape have significantly steered its external cooperation strategy and methods,while international dynamics continue to shape the trajectory of these initiatives.At the same time,Brazil suffers from a weak coordination mechanism of cooperation and the failure of some cooperation projects to fully take into account the actual situation of the recipient countries.
