摘  要:为推动原水工程高质量发展,有针对性解决项目实施过程中的技术问题等,深圳市原水有限公司创新性提出建设原水“三库”(即资料库、资源库和专家库),通过系统梳理其基本内涵、建设路径、系统构建、工作流程,分析建设的关键问题及对策,逐步达到资料库、资源库和专家库高效、快捷、精准的建设目标。研究表明,专家、团队、单位是“三库”建设的核心要素,“三库”之间相互关联、相互映射,需进一步加强资料库、资源库和专家库的有机融合,最终使创新问题有案例可循、专业问题有技术团队可解、具体问题有专家可询,为原水工程从投资立项、标准建造到智慧运营提供高质量技术支撑。In order to promote the high-quality development of raw water projects and solve technical problems in the implementation process of the projects,Shenzhen Raw Water Co.,Ltd.innovatively proposed to build three libraries for raw water,namely,a database,a resource library,and an expert library.By systematically reviewing their basic connotations,construction paths,system construction,and workflows,analyzing the key issues and countermeasures of construction,the company gradually achieved the goal of efficient,fast,and accurate construction of the database,resource library,and expert library.Research shows that experts,teams,and units are the core elements of the construction of the"three repositories",which are interrelated and mapped to each other.It is necessary to further strengthen the organic integration of the database,resource repository,and expert repository,so that innovative problems can be followed by cases,professional problems can be solved by technical teams,and specific problems can be consulted by experts.This will provide high-quality technical support for raw water projects from investment and project approval,standard construction to intelligent operation.
