摘  要:工程等级和洪水标准是水利水电工程建设关注的重点和难点。相关研究比较活跃,但目前大多将研究方向集中于新旧规范的对比和某一类特定的工程,实用性受到限制。探索一种广泛适用的方法成为迫切需求。为此,确定工程等级和洪水标准的思路被系统梳理,工程等级和洪水标准的价值内涵及其在协调工程安全和经济矛盾中的重要意义得到新的认识,确定工程等级和洪水标准应首先明确建设任务的观点被首次提出,协调工程中不同建设任务建筑物的级别和洪水标准的方法得到阐述,工程等别、建筑物级别和洪水标准的各种划定指标和依据得以详细分析。最终,确定水利水电工程等级和洪水标准的通行思路和方法被确立起来。Hydropower engineering construction focuses on engineering grade and flood standard.But most of the relative researchers focus on the comparison of the old and new specifications and a specific type of project,limiting the practicality.Exploring a widely applicable method has become an urgent need.For this reason,the thoughts of determining engineering grade and flood standard have been systematically sorted out.The value connotation of engineering grade and flood standard and the importance in coordinating project safety and economic conflicts have been recognized.The viewpoint that construction task must be made clear before determining the engineering grade and flood standard firstly are proposed,and various delineation indicators and basis for engineering grade,building level and flood standard are analyzed in detail.At the end,the general ideas and method for determining the hydropower engineering grade and flood standard are established.
