摘　　要：跨流域调水工程是优化区域水资源配置、缓解地区水资源危机的重要措施,其调度运行管理是工程运行期间的核心业务,对工程效益发挥起着关键作用,同时也是调水工程标准化管理不可缺少的重要环节。目前,尚未有调水工程调度运行评价的规范规程,以山东省引黄济青工程为实例,在梳理年度调度运行数据的基础上,制定合适的评价体系,选定适宜的评价指标和评价方法,对工程年度实际调水情况、工程实际运行情况进行科学合理的评价,对发现的问题分析原因并提出合理性建议,为后续年度调度运行计划的制定和实施提供技术支撑,也为同类型调水工程开展调度运行评价提供参考和借鉴,对提升调水工程的管理水平和工程效益发挥具有重要意义。总的来说,建立和完善跨流域调水工程调度运行评价体系,是实现工程标准化管理、提升管理水平、促进工程效益发挥的重要手段。The cross-basin water diversion project is an important measure to optimize regional water resource allocation and alleviate regional water resource crises,where the scheduling and operational management of the project play a key role during its operation,affecting the efficient use of resources and the overall performance of the project.At present,there are no specific standards or guidelines for evaluating the scheduling and operational management of water transfer projects.Taking the Yellow River to Qingdao Water Diversion Project as an example,the annual scheduling and operational data were analyzed,an appropriate evaluation system was developed,suitable indicators and method for evaluation were selected,and the actual water supply situation and operational status of the project were assessed.It identifies issues,analyzes their causes,and makes rational suggestions,which provide technical support for the formulation and implementation of subsequent yearly schedules and operations,as well as a reference and model for the same type of water transfer project.In summary,establishing and improving the cross-basin water transfer project's scheduling and operational management evaluation system is an important means to achieve standardized management,enhance management levels,and promote the effective use of resources.
