引黄济青工程(青岛段)美丽幸福河湖创建的实践与思考

摘　　要：江河湖泊是重要的生态资源,做好河湖保护,事关人民福祉和中华民族长远发展,推动美丽幸福河湖建设,是推动生态文明发展的重要一环。2022年,青岛市将胶东调水输水干线青岛段(引黄济青工程)列入省级示范河湖建设名录,同年12月,引黄济青工程(青岛段)通过省级美丽幸福示范河湖创建,为总结创建过程中的经验与启示,梳理了国内外治理和建设美丽幸福河湖的相关经验,列举了创建过程中的工作方法,提出了人民至上、履职压责、强化管理、盘活亮点、科技创新等经验启示,分析了创建过程中遇到的问题与困难,列举出强化组织领导、拓宽资金渠道、夯实水资源管护基础、标化管理,扎实推进、完善部门协作机制、强化科技支撑、注重文化挖掘与舆论引导7项对策思考,旨在为后续其他美丽幸福示范河湖建设提供借鉴与参考,开创治水兴水新局面。Rivers and lakes are important ecological resources.Properly protecting rivers and lakes bears on the well-being of the people and the long-term development of the Chinese nation.Promoting the construction of beautiful and happy rivers and lakes is an important part of promoting the development of ecological civilization.In 2022,Qingdao included the Yellow River to Qingdao Water Diversion Project of Qingdao section in the provincial demonstration river and lake construction list.In December of the same year,it has completed the construction of a provincial beautiful and happy demonstration river and lake.In order to sum up the experience and enlightenment,the paper sorted out the relevant experience of managing and building beautiful and happy rivers and lakes at home and abroad.By listing the working method in the process,puts forward the experience and inspiration of people first,performing duties and reducing responsibilities,strengthening management,activating highlights,and scientific with technological innovation,the problems and difficulties in the establishment process were analyzed.Then,seven countermeasures are listed,including strengthening organizational leadership,expanding capital channels,consolidating the foundation of water resources management and protection,standardized management and solid promotion,improving departmental cooperation mechanisms,strengthening scientific and technological support,and focusing on cultural mining and public opinion guidance.It aims to provide reference for the construction of other beautiful and happy demonstration rivers and lakes.The paper aims to create a new situation of water control and water prosperity.
