摘　　要：河湖岸线是河流、湖泊自然生态空间的重要组成,具有防洪、生态、社会、经济等多重功能,加强河湖水域岸线管理与保护是河长制工作的六大任务之一。以安徽省霍邱县城西湖为例,系统分析了霍邱县城西湖河湖岸线在保护和开发利用方面所面临的主要问题,同时,结合经济社会发展的实际需求,对岸线的未来开发利用进行了全面考量。为确保岸线的生态安全和经济社会的可持续发展,依据岸线保护和开发利用控制条件,科学划分了不同的功能区,并提出了有针对性的管控要求。这些建议旨在确保在保护生态环境的同时,实现岸线资源的合理利用和高效管理。不仅为霍邱县城西湖的河湖岸线保护与管理提供了实践指导,同时也为其他类似地区在生态优先、绿色发展理念下的河湖岸线保护和高效利用提供了有益参考。通过科学管理和合理规划,有望实现河湖岸线生态、经济、社会的和谐共生。The shoreline is an important component of the natural ecological space of rivers and lakes,which has multiple functions such as flood control,ecology,society and economy,and strengthening the management and protection of the shoreline of rivers and lakes is one of the six major tasks of the river chief system.Taking Chengxi Lake in Huoqiu County,Anhui Province as an example,the main problems faced by the shoreline of Chengxi Lake in terms of protection,development and utilization are analyzed systematically,and the future development and utilization of the shoreline in combination with the actual needs of economic and social development are considered comprehensively.According to the control conditions of shoreline protection and development and utilization,different functional zones are scientifically divided,and targeted control requirements are proposed.These recommendations aim to ensure the rational use and efficient management of shoreline resources while protecting the ecological environment.The study not only provides practical guidance for the protection and management of river and lake shorelines in Huoqiu County,but also provides a useful reference for other similar areas.Through scientific management and reasonable planning,we are expected to achieve a harmonious symbiosis of ecology,economy and society along the shoreline of rivers and lakes.
