摘　　要：水资源是新疆经济发展的命脉,如何高效集约节约利用水资源对于保障水安全、推动经济社会高质量发展、保障和改善民生、保持生态稳定性等具有十分重大的意义。简要回顾了新疆大坝建设发展历程,重点对南疆水库建设与调蓄能力进行了分析,梳理出目前南疆平原水库存在的问题,结合南疆各河流水资源开发利用现状,在此背景下研究了山区水库替代平原水库部分调蓄功能,并分析了替代的可行性和需要重点关注的问题,以已经实施的叶尔羌河流域为例进行典型案例介绍并分析产生的效益。结果表明:山区水库替代平原水库部分调蓄功能在提高供水稳定性和水资源调配方面具有较好的可行性,替代可以有效解决平原水库调蓄不足的问题,提高水资源的有效利用率,但也存在潜在挑战和可持续性问题。Water resources are the lifeblood of Xinjiang's economic development,how to use water resources efficiently and intensively is of great significance for ensuring water security,promoting high-quality economic and social development,ensuring and improving people's livelihood and maintaining ecological stability.This paper briefly reviews the development of dam construction in Xinjiang,analyzes the construction and storage capacity of Nanjiang Reservoir,and sorts out the existing problems of Nanjiang Plain Reservoir,based on the present situation of water resources development and utilization of rivers in southern Xinjiang,this paper puts forward a study on the replacement of part regulation and storage function of plain reservoir by Mountain Reservoir,and analyzes the feasibility of replacement and the problems that need to be paid attention to,take the Yarkand River River basin as an example to introduce typical cases and analyze the benefits,the result show that it is feasible for mountain reservoir to replace part regulation and storage function of plain reservoir in improving water supply stability and water resources allocation,and the replacement can effectively solve the problem of insufficient regulation and storage of plain reservoir,improving the efficient use of water resources,but there are also potential challenges and sustainability issues.
