2000—2021年山东省海河流域水资源情势分析及优化配置对策研究

摘　　要：采用M-K趋势检验、基本数据分析法对2000年—2021年水资源数据进行统计分析,结果显示:山东省海河流域降水量少而集中,降水量与水资源量呈明显正相关关系,皮尔逊相关系数为0.94;山东省海河流域降水量、水资源量均呈不明显的上升趋势;总供水量整体呈下降趋势,地下水水源供水量呈明显下降趋势,其他水源供水量呈较明显上升趋势,供水量主要来源于地表水、地下水资源;总用水量、农业用水量呈波动下降趋势,农业用水量占总用水量的66%以上。在此基础上,探讨了降水量对水资源量的影响,系统分析了山东省海河流域存在水资源总量短缺、人均水资源占有量少、水资源时空配置不合理、供用水结构不合理、水资源调配能力不足、水资源管理水平有待提高等突出问题,探究了通过深入实施跨流域调水,推广雨洪资源、海水淡化、污水再生利用等其他水资源利用途径,提高水资源管理水平,加快水网建设等多种水资源优化配置方法,以全面提升山东省海河流域供水保障能力。The water resource situation in the Haihe River Basin of Shandong Province from 2000 to 2021 was analyzed using MK method and basic data analysis method.The result show that the precipitation in the Haihe River Basin of Shandong Province is small but concentrated,and there is a significant positive correlation between precipitation and water resources.The precipitation and water resources in the Haihe River Basin of Shandong Province show an insignificant upward trend.The overall water supply is showing a downward trend,while the water supply from groundwater sources is showing a significant downward trend,while the water supply from other sources is showing a significant upward trend.The total water consumption and agricultural water consumption show a fluctuating downward trend,with agricultural water consumption accounting for over 66%of the total water consumption.On this basis,the impact of precipitation on water resources was explored.A systematic analysis was conducted on the prominent problems of water resource shortage,low per capita water resource occupancy,unreasonable spatiotemporal allocation of water resources,and unreasonable water supply and consumption structure in the Haihe River Basin of Shandong Province.Further implementation of cross flow water transfer was explored,and other water resource utilization such as rainwater and flood resources,seawater desalination,and sewage recycling were promoted to improve water resource management level,Accelerate the construction of water networks and other method for optimizing the allocation of water resources to comprehensively enhance the water supply guarantee capacity of the Haihe River Basin in Shandong Province.
