摘 要:规划水资源论证是实施最严格水资源管理制度的关键环节,对于确保城市、土地、人口和产业发展与水资源相匹配,强化水利行业监管,以及推动经济、社会、人口、资源和环境的协调发展具有重要意义。水资源适应性分析是规划水资源论证工作的核心内容,适应性分析成果的准确与否直接关系开发区规划布局与产业政策。以安徽霍邱经济开发区为例,深入探讨了水资源适应性分析的实际应用。在全面评估区域水资源状况的基础上,分析了规划对水资源需求的合理性和水源保障的可靠性,并从供水保障、水功能区纳污能力等角度对水资源适应性进行了分析,提出了旨在加强开发区水资源节约、保护和管理的对策建议。研究成果对于指导类似地区开展规划水资源论证工作具有重要的参考和借鉴价值。Planning water resources demonstration is a key part of the implementation of the most stringent water management system.It is of great significance to ensure that the development of cities,land,population and industries matches water resources,strengthen the supervision of the water conservancy,and promote the coordinated development of economy,society,population,resources and environment.The adaptability analysis of water resources is the core content of the water resources demonstration,and the result is directly related to the planning layout and industrial policy of the planning area.Taking Huoqiu County Economic Development Zone as an example,this study explores the practical application of water resources adaptability analysis.On the basis of a comprehensive assessment of the regional water resources situation,this paper analyzes the rationality of the water resource demand and the reliability of the water security,analyzes the adaptability of water resources from the perspectives of water supply security and water function area,and puts forward countermeasures and suggestions to strengthen the conservation,protection and management of water resources.The result of this study have important reference value for guiding the demonstration of water resources planning in similar areas.
