摘 要:近年来受自然灾害影响水电站大坝运行安全面临严峻挑战,水电站大坝安全应急管理作为水电站大坝运行安全、防灾减灾救灾的最后屏障,事关国计民生。从应急管理体系、应急预案、应急资源保障、应急能力、防汛管理及突发事件应对等方面,分析了大安全大应急框架下我国水电站大坝安全应急管理现状,总结了当前大坝安全应急管理的亮点,指出了目前仍然存在的问题,提出了改进建议。In recent years,the operation safety of hydropower dams face severe challenges due to natural disasters.The emergency management of hydropower dams is the last barrier for the safe operation,disaster prevention,mitigation and relief of hydropower dams.From the aspects of emergency management system,emergency plan,emergency resource guarantee,emergency capacity,flood control management and emergency response,the current situation of safety emergency management for hydropower dams in China under the overall safety and emergency response framework is analyzed.Then the highlights of the current dam safety emergency management are summarized,the existing problems are pointed out,and suggestions for improvement are put forward in this paper.
