摘  要:突发事件必然影响船闸的正常通航导致船只拥堵。较大或一般突发事件造成的堵塞事件概率最大,已成为管理部门重点关注的问题之一,有必要系统提升信江船闸安全风险预判能力与应急反应能力,从而将船闸通航风险损失降低最低水平。根据船闸枢纽风险类别与分级特点,对船闸枢纽航道较大或一般突发事件造成的堵塞进行了讨论,鉴于国内大部分船闸枢纽均进行了信息化的升级,管理部门可以充分利用信息技术的系统集成、快速反应、数据全面的特点,来提高船闸枢纽处置突发事件的效率。加强船道应急疏通工作,严格船舶报(过)闸流程管理,对过闸船舶配载吃水情况加强核查,能有效防止瞒报吃水、假牌假证等扰乱过闸秩序行为的发生。研究发现:船闸航运安全的相关管理制度以航运安全的内部管理制度和针对船舶航行的管理制度为主,缺乏相应的应急联动制度,且其规章制度的执行效率还有提高的空间。通过建立信息化应急管理平台,开发和补强薄弱环节,高效地发挥信息化在航运船闸枢纽突发事件应急处置中发挥辅助决策作用,能更好地服务水运安全生产。Sudden events will inevitably affect the normal navigation of ship locks,leading to ship congestion.The probability of congestion caused by major or general emergencies is the highest,which has become one of the key concerns of management departments.It is necessary to systematically improve the safety risk prediction and emergency response capabilities of the Xinjiang Shiplock,in order to minimize the loss of navigation risk of the shiplock.The blockage caused by large or general emergencies in the navigation channels of ship lock hubs is discussed based on the risk categories and grading characteristics.Given that most domestic ship lock hubs have undergone information technology upgrades,management departments can fully utilize the system integration,rapid response,and comprehensive data characteristics of information technology to improve the efficiency of ship lock hubs in handling emergencies.Strengthening the emergency dredging work of ship lanes,strictly managing the process of ship reporting(passing)locks,and strengthening the verification of the loading and draft situation of passing ships can effectively prevent the occurrence of behaviors that disrupt the order of passing locks,such as concealing the reported draft and falsifying the license plate.It is found that the relevant management systems for ship lock shipping safety management mainly include internal management systems for shipping safety and management systems for ship navigation,lacking corresponding emergency linkage systems,and there is still room for improvement in the execution efficiency of its rules and regulations.By establishing an information emergency management platform,developing and strengthening weak links,and efficiently utilizing information technology to assist decision-making in the emergency response of shipping lock hubs,it can better serve the safety production of water transportation.
