农村移民实施逐年货币补偿安置适宜性分析:以大渡河某水电站为例

摘　　要：水库移民安置是水电项目建设的重点和难点,但在水库移民安置方式上还存在诸多不足。为更好地进行水电项目开发建设,探究农村水库移民安置方式适用性很有必要。研究基于的某水电站是大渡河流域水电梯级开发的上游控制性水库工程,工程建设区地处高山峡谷地带,是嘉绒藏族核心区域,建设征地涉及土地面积7万余亩,需生产安置5 250人。在面临区域耕地资源不足、农业高产区被淹没、移民对社会网络恢复和移民融入需求十分鲜明的现实条件下,实施何种移民生产安置方案不仅直接决定移民生计恢复水平,而且方案是否能顺利实施也是电站建设成败的关键。在上述情况约束下,有土安置等传统安置方式均不适合在该水电站大范围的实施,逐年货币补偿安置方式就成为首要探索方向。从政策、安置效果、各方利益3方面分析说明逐年货币补偿安置方式的实施适宜性。针对该水电站工程实际情况,在实施逐年货币补偿后对电站贷款和利息支出、所得税支出的影响进行分析,并结合安置费用投入和各类因素影响进行财务评价,进一步说明逐年货币补偿安置方式的实施不仅对该水电站财务指标产生无不利影响,反而相较传统支付方式略显优势。Resettlement of reservoir migrants is the focus and difficulty of hydropower project construction,but there are still many deficiencies in the way of resettlement of reservoir migrants.For better hydropower project development and construction,it is necessary to explore the applicability of rural reservoir resettlement method.A hydropower station based on the study is the upstream control reservoir project for hydropower ladder development in the Dadu River basin,and the project construction area is located in the alpine valley area,which is the core area of the Jajong Tibetan ethnic group,and the land requisition for the construction involves an area of more than 70000 acres of land,which needs to be resettled for the production of 5250 people.In the face of the reality of insufficient regional arable land resources,the inundation of high agricultural production areas,and the very distinct needs of migrants for the restoration of social networks and the integration of migrants,the type of migrant production and resettlement programme to be implemented not only directly determines the level of restoration of the migrants'livelihoods,but also whether or not the programme can be successfully implemented is the key to the success of the construction of the power station.Under the above constraints,traditional resettlement method,such as land resettlement,are not suitable for the widescale implementation of this hydropower station,and year-by-year monetary compensation and resettlement has become the first exploration direction.The article analyses the appropriateness of the yearly monetary compensation and resettlement method from the aspects of policy,resettlement effect and interests of all parties.In view of the actual situation of the hydropower station project,after the implementation of yearly monetary compensation,the impact on the loan and interest expenses of the station,income tax expenses are analysed,and the financial evaluation is carried out by combining the input of resettlement costs and the impact o
