摘　　要：2020年起,山东省胶东调水工程启动实施管养分离体制改革,经过四年的改革实践,已初步建立起了与新体制配套的运行机制,工程管理实现了由“自管”向“社会化、专业化”管理的成功转变。通过一系列改革措施,胶东调水工程在提升专业化管理水平、重塑制度管理体系、提高资金使用效益等方面成效显著,但同时也面临着维修养护方案计划工程量与实际存在偏差、运维人员水平参差不齐等一系列问题。为进一步评价胶东调水工程管养分离改革效果,推进改革可持续发展,研究建立了涵盖运维技术力量、安全运行效率、工程管护效能、维修养护方案、生态环境效益以及社会影响六项指标在内的评价模型,并将其研究应用于胶东调水管养分离后评价过程。此后评价模型取得良好效果并为同类型水利工程管理体制改革评价提供了有益参考。Since 2020,Jiaodong Water Diversion Project has implemented the separation of management and maintenance.After four years of reform practice,a preliminary operating mechanism has been established to match the new system,and the form of project management has realized the successful transformation from"self-management"to"socialized and specialized"management.through a series of reform measures,the management of the Jiaodong Water Diversion Project has achieved significant result in improving the level of professional management,reshaping the system of institutional management,and improving the efficiency of fund utilization.However,it also faces a series of problems such as deviation between the planned and actual quantity of maintenance plans,and uneven levels of operation and maintenance personnel.In order to further evaluate the effectiveness of the management and maintenance separation reform in the Jiaodong Water Diversion Project and promote sustainable development of the reform,a six index evaluation model was established covering operation and maintenance technical strength,safety operation rate,engineering management and maintenance efficiency,maintenance and repair plans,ecological and environmental benefits,and social impact,and studies its application in the post evaluation process of the management and maintenance separation of the Jiaodong Water Diversion Project,achieving good result and providing useful reference for the evaluation of management system reform in similar water transfer projects.
