农村数字基础设施赋能农民增收的理论机制与实证检验

摘　　要：持续有效的促进农民增收,是乡村振兴的中心任务,也是缩小城乡差距、实现农民农村共同富裕的重要基础。本文基于“农村数字基础设施—城镇化、农户创业、财政支农—农民增收”框架,以2014-2022年我国省级面板数据为依托,在实现对农村数字基础设施发展水平量化测度的基础之上,实证检验了农村数字基础设施对农民收入的增收效应。结果表明:第一,农村数字基础设施显著促进了农民增收,并且其增收效应在中西部地区、中高收入群体中表现的更为显著;第二,推动城镇化发展、助力农户创业是农村数字基础设施促进农民增收的重要路径;第三,财政支农在农村数字基础设施赋能农民增收进程中具有显著的正向调节作用。因此,本文从拓宽农民增收渠道、加强财政支农力度等多角度提出可行性建议,以期为农民增收提供新思路。Continuously and effectively promoting farmers' income is the central task of rural revitalization, and also an important foundation for narrowing the gap between urban and rural areas and realizing the common prosperity of farmers and rural areas. Based on the framework of “rural digital infrastructure-urbanization, entrepreneurship of farmers, financial support for agriculture-farmers' income”, this paper, relying on China's provincial panel data from 2014-2022, empirically examines the impact of rural digital infrastructure on farmers' income, based on the quantitative measurement of the development level of rural digital infrastructure. The results show that: Firstly, rural digital infrastructure significantly promotes farmers' income increase, and its income increase effect is more significant in the central and western regions, and middle and high-income groups;Secondly, promoting urbanization development and assisting entrepreneurship of farmers are important paths for rural digital infrastructure to promote farmers' income increase;Thirdly, financial support for agriculture has a significant positive moderating effect in the process of rural digital infrastructure empowering farmers to increase their income. Therefore, this paper puts forward feasible suggestions from various perspectives, such as broadening farmers' income-generating channels and strengthening financial support for agriculture, with a view to providing new ideas for farmers to increase income.
