县级环境监测站发展现状与管理对策探讨

摘　　要：省以下环保机构监测监察执法垂直管理制度改革实施以来,县级环境监测站管理体制和主要职能发生了变化,县级监测站履职能力不足的问题日益凸显。本文以陕西省石泉县环境监测站为例,探讨了当前县级环境监测站在实施垂直管理改革过程中存在的困难和问题,并提出发展对策,旨在提高县级环境监测站整体工作水平,满足新形势下生态环境管理和公共服务的需求。Since the introduction of the vertical management system reform for monitoring and law enforcement within sub-provincial environmental regulatory bodies,significant changes have occurred in the management systems and primary functions of county-level environmental monitoring stations.Consequently,the issue of inadequate performance capacity at these stations has become increasingly evident.This paper employs the Shiquan County Environmental Monitoring Station in Shaanxi Province as a case study to examine the challenges and issues encountered during the implementation of vertical management reform at county-level environmental monitoring stations.It also proposes development strategies aimed at enhancing the overall operational standards of these stations to better meet the demands of ecological environmental management and public services in the current context.
