摘　　要：公共图书馆总分馆制是促进公共文化服务均等化、普遍化进程的重要举措,但其在实施过程中始终存在着管理权职不明确、服务标准不统一、资源配置不恰当和人员素质参差不一等问题。论文聚焦南京市江宁区公共图书馆的总分馆体系,开展大规模实地调研,从组织架构、资源建设、读者服务、业务管理四个方面深入分析其发展现状。借鉴科斯的产权理论,厘清总分馆管理中普遍存在的产权归属与公共文化服务保障关系问题,针对不同类型的分馆形态及其运营特点,将总分馆模式划分为垂直管理型、业务指导型、合作共建型三种,明确三种合作类型模式的要素特征,为我国公共图书馆总分馆管理模式提供新的建设思路和参考借鉴。The public library central-branch system is an important strategy to promote the equalization and universalization of public cultural services.However,during implementation,issues often arise,such as unclear management responsibilities,inconsistent service standards,inappropriate resource allocation,and uneven personnel quality.Focusing on the central-branch system of Jiangning District Public Library in Nanjing,an extensive field research was carried out to analyze its development in depth across four aspects:organizational structure,resource construction,reader services,and business management.Applying Coase’s property rights theory,this study identifies common issues in the relationship between property rights ownership and public cultural service guarantees in the management of central-branch libraries.Based on the various types of branch library forms and their operational characteristics,this study categorizes central-branch library models into three types:vertical management,business guidance,and cooperative construction.This study clarifies the elements and characteristics of these three cooperation models and offers new insights and references for the management of central-branch public libraries in China.
