水电工程勘察设计费新旧标准对比分析

摘　　要：随着NB/T 10968-2022《水电工程勘察设计费计算标准》的颁布实施,计价格〔2002〕10号《工程勘察设计收费管理规定(2002年修订本)》和发改价格〔2006〕1352号《水利、水电、电力建设项目前期工作工程勘察收费暂行规定》逐渐退出水电工程勘察设计费编制与应用。为促进企业发展并保障工程建设质量,总结了NB/T 10968-2022《水电工程勘察设计费计算标准》这一“新标准”的主要内容和特点,并与“计价格〔2002〕10号”“发改价格〔2006〕1352号”等“旧标准”中水电工程勘察设计费有关规定进行对比分析,探讨提出了需要进一步研究解决的问题,可为合理计算水电工程勘察设计费提供参考。With the promulgation and implementation of NB/T 10968-2022 Calculation Standard of Hydropower Engineering Survey and Design Fees,[2002]10 Regulations on the Administration of Engineering Survey and Design Fees(revised in 2002)and[2006]1352 Interim Regulations on Preliminary Engineering Survey Fees for Water Conservancy,Hydropower and Electric Power Construction Projects,the above mentioned"old standard"had gradually withdrawn from the compilation and application of hydropower project survey and design fees.In order to promote the development of enterprises and guarantee the quality of engineering construction,the main contents and characteristics of"new standard"NB/T 10968-2022 Calculation Standard of Hydropower Engineering Survey and Design Fees were summarized and compared with the"old standard"such as[2002]10 and[2006]1352,discussed and put forward some problems that need to be solved by further research,and provides reference for reasonable calculation of survey and design fees.
