摘　　要：李光耀治理新加坡的方式方法,可以解读为基于实用主义的原则、世俗主义原理和复杂人性设定,合乎逻辑地推导出治理体制和政策的演绎系统。基于“现实就是无论承认或喜欢与否,‘它们是在那儿存在的’”的原则,新加坡政府强调“制度不是好才可行,而是可行才好”和“不关心政治上正确,只关心做法上正确”;基于“所有人不分男女,首先为自己和家人而工作”的世俗主义原理,新加坡政府认可“为报酬而工作,为工作得报酬”的观点,推行“帮助那些愿意付出努力的人”的政策;基于人性兼具善恶两面的设定,新加坡政府建构了“以德倡廉,使人不想贪;以薪养廉,使人不必贪;以规固廉,使人不能贪;以法保廉,使人不敢贪”的廉政体系。新加坡有效治理的认知前提及其演绎逻辑,具有特别的启发意义。Lee Kuan Yew’s approaches to governing Singapore can be interpreted as a deductive system that logically derives propositions and even theorems based on clear definitions,simple principles and common assumptions.Based on the clear definition that“reality is that,whether acknowledged or liked or not,‘they exist there’”,the Singaporean government emphasizes that“institutions are not good before they are feasible,but are good because they are feasible”and“it doesn’t care about being politically correct,but only about being correct in practice”.Based on the simple principle that“all people,regardless of gender,work first for themselves and their families”,the Singaporean government acknowledges the view that“people work for rewards and get paid for their work”,and implements the policy of“helping those who are willing to make efforts”.Based on the common assumption that human nature has both good and evil aspects,the Singaporean government has formed an anti-corruption system of“promoting integrity with morality to make people not want to be corrupt;maintaining integrity with decent salaries to make people not have to be corrupt;strengthening integrity with regulations to make people unable to be corrupt;safeguarding integrity with laws to make people dare not to be corrupt”.Singapore’s effective governance has drawn worldwide attention and has special reference significance.
