摘　　要：社会治理是国家治理的重要内容。基层图书馆赋能社会治理是公共文化服务高质量发展的必然要求。本文分析了社会治理背景下基层图书馆高质量发展的内涵和价值,从政治逻辑、文化逻辑、社会逻辑、传播逻辑、法制逻辑五个方面探讨其逻辑基础。再根据我国基层图书馆实际情况和现实需求,分析其高质量发展面临的困境,并提出创新路径。Social governance is a vital component of national governance.Empowering grassroots libraries to contribute to social governance is an inevitable requirement for the high-quality development of public cultural services.This paper analyzes the connotation and value of the high-quality development of grassroots libraries under the background of social governance,and discusses its logical basis from five aspects:political logic,cultural logic,social logic,communication logic and legal logic.Furthermore,based on the actual situation and actual demand of grassroots libraries in China,this paper analyzes the challenges faced in their pursuit of high-quality development and proposes innovation pathways.
