数字经济政策可以提高居民幸福感吗?——基于国家级大数据综合试验区的准自然实验

摘　　要：数字经济政策是推动区域高质量发展和培育新质生产力的助推器,也对提高居民生活质量和幸福感至关重要。基于数字经济政策构建多期DID和空间DID模型,探究数字经济政策对居民幸福感的影响效果及作用机制。研究结果显示:数字经济政策的实施对居民幸福感的提升具有显著促进作用,经过多项稳健性检验后,该结论依然成立;机制分析表明,数字经济政策可以通过提升居民消费水平对居民幸福感产生积极影响;异质性分析表明,数字经济政策对居民幸福感的作用效果会因数字化水平、产业结构高级化水平及市场化水平的不同而呈现异质性特征;此外,居民幸福感具有显著的空间溢出效应,国家级大数据综合试验区的数据要素集聚存在向邻近地区正向溢出的现象,从而提升了周边地区的居民幸福感。应积极推进数字经济政策,发挥数据要素的放大、叠加、倍增作用,释放数据要素集聚的红利。研究结论为推广数字经济政策和提升居民幸福感提供了理论依据。The digital economy policy serves as a catalyst for promoting high-quality regional development and fostering new quality productive forces.It also plays a crucial role in enhancing residents'quality of life and sense of well-being.This paper constructs Multi-stage DID and Spatial DID models based on the digital economy policy to explore the impact and mechanism of the digital economy policy on residents'sense of well-being.The results indicate that the implementation of the digital economy policy significantly promotes residents'sense of well-being,and this conclusion remains valid after multiple robustness tests.Mechanism analysis reveals that the digital economy policy can positively influence residents'sense of well-being by raising their consumption levels.Heterogeneity analysis shows that the impact of the digital economy policy on residents'sense of well-being varies due to differences in digitalization levels,the advancement of industrial structures,and the degree of marketization.In addition,there is a significant spatial spillover effect of residents'sense of well-being.The data elements in the national big data comprehensive pilot zones have a positive spillover effect on neighboring regions,thereby enhancing residents'sense of well-being in the surrounding areas.Therefore we should actively promote the digital economy policy,give full play to the amplification,superposition,and multiplication effects of data elements,and release the dividends of data element agglomeration.The research findings provide a theoretical foundation for promoting the digital economy policy and enhancing residents'sense of well-being.
