国家治理现代化视阈下智慧治理的内涵、动因、目标与路径

摘　　要：智慧治理是社会治理共同体高质量发展的新引擎。智慧治理作为国家治理的一个部分,厘清二者基本内涵有一定的价值意义;数智技术不断创新的动力需求、共生发展现实需求与高速发展的内在需求是健全智慧治理体系的根本动因;技术性与价值性的统一、协同性与创新性的结合、开放性与共享性的同构,能达成智慧治理体系助推国家治理现代化建设的关键目标;明确网络强国与网络主权的内在要求、注重隐私安全与科技滥用的耦合共生、培育“向上”与“向善”的数智文化可以使智慧治理与国家治理现代化同频共振。在新时代进一步全面深化改革的背景下,利用好数智技术来创造全新的治理模式与治理价值体系,能够助力中国式现代化发展。Smart governance is a new engine for the high-quality development of the social governance community.Smart governance,as a part of national governance,has certain value and significance in clarifying the basic connotations of the two.The driving force behind the continuous innovation of digital technology,the practical need for symbiotic development,and the inherent need for rapid development are the fundamental driving forces for the establishment of a sound intelligent governance system.The unity of technology and value,the combination of synergy and innovation,and the isomorphism of openness and sharing can achieve the key goal of promoting the modernization of national governance through a smart governance system.Clarifying the inherent requirements of a strong cyber nation and cyber sovereignty,emphasizing the coupling and coexistence of privacy security and technological abuse,and cultivating a culture of"upward"and"good"digital intelligence can resonate with the modernization of smart governance and national governance.In the context of further comprehensively deepening reform in the new era,making good use of digital intelligence technology to create a new governance model and governance value system can help the development of Chinese path to modernization.
