党建引领物业管理融入基层治理的实践路径——基于重庆市的考察分析

摘　　要：党建引领物业管理融入基层治理是推动基层治理创新发展的生动实践,是新时代城市社区治理的“助推器”。近年来,地方政府不断强化党建引领物业管理融入基层治理,极大地提升了基层治理水平和物业服务能力。但党建引领物业管理融入基层治理还存在多元主体联动不够、党员参与积极性不高、物业管理行业发展不平衡、监督管理体制机制不健全等突出问题。要提升新时代基层社区治理能力关键要强化物业党建引领作用,突出“四抓”工作,即抓好党建工作,着力构建党建引领社区物业协同治理的新模式;抓好改革创新,着力构建激励物业服务企业转型升级的新举措;抓好体制机制建设,着力构建创新考核机制的新方式;抓好总结提高、着力推进党建引领社区治理经验的新典范,不断巩固和强化物业党建引领社区治理、提升治理效能、增强人民获得感。The integration of party building leading property management into grassroots governance is a vivid practice to promote innovative development of grassroots governance and a"booster"for urban community governance in the new era.In recent years,local governments have continuously strengthened party building to guide the integration of property management into grassroots governance,greatly improving the level of grassroots governance and property service capabilities.However,there are still prominent problems with the integration of property management into grassroots governance under the guidance of party building,such as insufficient linkage among multiple subjects,low participation enthusiasm of party members,uneven development of the property management industry,and inadequate supervision and management system mechanisms.To enhance the governance capacity of grassroots communities in the new era,this paper thinks that the key is to strengthen the leading role of property party building,highlight the"four grasps"work,namely,grasping party building work to focus on building a new model of party building leading community property collaborative governance,grasping reform and innovation to focus on building new measures in stimulating the transformation and upgrading of property service enterprises,grasping institutional mechanism construction to focus on building new ways of innovative assessment mechanisms,grasping the abilities of summarizing and improving new models of party building leading community governance experience to continuously consolidate and strengthen property party building leading community governance,improve governance efficiency,and enhance people′s sense of gain.
