摘 要:面对灾害事故的威胁,及时、充分的应急救援是减少损失的关键。当前城乡融合的背景下,乡村的救援公共服务仍大幅落后,既影响了基本民生,又不利于社会公平。该文以宜宾市为研究区,基于GIS平台量化分析应急救援资源的拥有量和空间覆盖情况,对比城乡差异,探究影响因素,做出针对性规划。结果显示,城镇地区应急救援资源显著优于乡村地区,资源覆盖程度与人口、GDP、路网密度呈正相关,与海拔、坡度呈反相关,提出加强空间及主体联动、提升基层应急力量、织密交通网络三点规划对策。以期为应急救援资源的高效利用和合理分配提供参考,推动城乡应急救援力量的提升,保障人民生命健康和财产安全。Faced with the threat of disasters and accidents,timely and adequate emergency rescue is the key to reducing losses.In the context of urban-rural integration,the level of rescue service in rural areas still lags significantly behind,affecting basic livelihoods and social equity.Taking Yibin City as the research area,we analyzed the quantity and spatial coverage of emergency rescue resources,and compared urban-rural differences,we also explored influencing factors,and made targeted plans.The results show that the emergency rescue resources in urban areas are significantly better than those in rural areas.The degree of resource coverage is positively correlated with population,GDP and road network density,and negatively correlated with altitude and slope.Three planning countermeasures are proposed to strengthen the linkage of space and subject,to enhance the emergency force at the grass-roots level and to weave a dense traffic network,so as to provide references for the efficient utilization and rational allocation of emergency rescue resources,to promote the enhancement of emergency rescue capabilities,and to safeguard people's life,health,and property safety.
