面向跨境电商业态的综合保税区功能转型及空间布局研究

摘　　要：面向跨境电子商务业态的综合保税区是指以跨境电子商务进出口业务为未来主要贸易发展方式的海关特殊监管区域。在此区域内,企业可以开展跨境电子商务活动并且享受保税退税等优惠政策,但是其与传统综合保税区相比在内部空间规划以及功能布局上具有独特的设计与需求。该文通过梳理我国综合保税区既往发展过程,总结面向跨境电商业态综合保税区出现的原因以及功能变化,分析传统综合保税区发展跨境电商业态出现的问题,并结合国内相关先进规划设计案例,总结出面向跨境电子商务业态的综合保税区的功能与空间设计策略。The comprehensive bonded zone for cross-border e-commerce formats refers to a customs special supervision area with cross-border e-commerce import and export business as the main trade development mode in the future.In this area,enterprises can carry out cross-border e-commerce activities and enjoy preferential policies such as bonded tax refunds.However,compared with traditional comprehensive bonded zones,it has unique design and requirements in terms of internal space planning and functional layout.In this article we summarize the past development process of comprehensive bonded zones in China,and analyze the reasons and functional changes of comprehensive bonded zones for cross-border e-commerce formats,we also discuss the problems that traditional comprehensive bonded zones face in developing cross-border e-commerce formats,combining with relevant advanced domestic planning and design cases,we summarize the functional and spatial design strategies of comprehensive bonded zones for cross-border e-commerce formats.
