摘　　要：新时代公民道德建设作为社会治理体系的重要组成部分,需要系统有效的政策保障来维持自身运转,从而促进社会治理能力和治理水平的提升。在新时代的社会治理中,努力为公民道德建设提供政策保障需要在经济发展、政治清明、社会管理、社会组织以及道德教育等领域提供具体的政策。与此同时,也需要在涉及社会治理的政策制定过程中体现道德导向,在政策执行的过程中遵循道德价值,在政策评估的过程中采纳道德标准,在政策调整的过程中考虑道德要求,以遵循政策保障的原则,确保政策保障的方向,提升社会治理水平。As an integral part of social governance,the construction of citizen morality in the new era requires robust policy guarantees to sustain its functionality and simultaneously enhance the capacity and effectiveness of social governance.To provide policy guarantees for citizen morality in the context of modern social governance,it is essential to implement specific policies concerning economic development,political integrity,social management,social organizations,and moral education.Moreover,it is critical to integrate moral orientation during policy formulation on social governance,adhere to moral values in policy implementation,adopt moral standards in policy evaluation,and incorporate moral considerations during policy adjustments.These measures ensure alignment with the principles of policy guarantees and secure the intended direction of policy support,to enhance the governance level.
