和美乡村何以共同缔造?——以湖北省Y县为例

摘　　要：加快建设宜居宜业和美乡村是新时代推进乡村全面振兴的有力抓手。然而,如何有效动员社会力量,特别是动员群众参与和美乡村建设已成为实践层面普遍面临的难题。本文以湖北省Y县“共同缔造”实践为例,基于合作生产理论探索有效动员社会公众参与和美乡村建设的理论机理和实践经验。研究发现,在“共同缔造”实践中,首先通过空间再造、组织下沉与政府赋权,共同促进了和美乡村建设的制度供给,实现共同委托和共同设计;其次通过群众主导、多元协作与集体行动的方法论来推动和美乡村建设的制度执行,实现共同设计和共同提供;最后运用积分管理与监督评价来为和美乡村建设提供制度保障,实现共同评估。“共同缔造”实践为和美乡村建设构筑了一套立足县域且逻辑严密的制度体系,成功实现了合作生产过程与环节的制度闭环,最终有效推动了社会公众参与和美乡村建设等公共事务。Accelerating the construction of beautiful and harmonious countryside is a powerful lever for comprehensively promoting rural revitalization in the new era.How to effectively mobilize social forces,especially mobilizing the masses to participate in the construction of harmonious countryside,has become a common practical challenge.This article takes the practice of co-creation in Y County,Hubei Province as a case,and explores the theoretical mechanism and practical experience of effectively mobilizing the public to participate in the construction of harmonious countryside based on the co-production theory.It has found that,firstly,through spatial reconstruction,organizational restructuring,and government empowerment,the institutional supply of harmonious countryside construction has been jointly promoted,achieving cocommissioning and co-design.Secondly,the methodology of mass-led,diverse collaboration and collective action promotes the institutional implementation of the construction of a harmonious countryside,achieving co-design and co-delivery.Finally,points management and supervision evaluation are employed to provide institutional guarantees for the construction of harmonious countryside,thereby achieving co-assessment.The practice of co-creation has built a logically rigorous institutional system for the construction of harmonious countryside,successfully achieving a closed-loop system of co-production processes and links,and ultimately effectively promoting public participation in the governance of public affairs,such as the construction of harmonious countryside.
