新型农村集体经济发展可行路径与内嵌机制分析——基于北京市密云区S村的调查与证据

摘　　要：党的二十大报告提出全面推进乡村振兴,发展新型农村集体经济是实现乡村全面振兴的关键。本文基于新内源发展理论构建新型农村集体经济发展分析框架,指出新型农村集体经济发展的关键在于激活内生发展动力并充分利用外部资源。内生动力激活后可吸引优质外部资源而反作用于内生发展,优化发展结构。内外要素持续互动融合,有助于推动乡村产业可持续发展。进一步分析认为,利益联结机制和多元主体共振机制是乡村内生资源与外部资源融合发展的关键。本文选取北京市密云区S村为典型案例,研究发现激发内生动力、强化外部资源联结是新型农村集体经济发展的必要条件。乡村能人是联结政府、资本、村民的关键纽带,构建多元主体协同利益联结机制,有助于促进利益主体紧密联结。另外,发展过程中还需充分发挥有为政府、有效市场、有机社会与农民主体的合力共治作用,借助科学规划、规范经营指导和系统制度保障等措施形成共振机制,支撑资源优化配置过程、促进产业升级,推动新型农村集体经济发展。The report of the 20th National Congress of the Communist Party of China proposed to promote rural revitalization comprehensively,and the development of the new rural collective economy is crucial to achieving comprehensive rural revitalization.Based on the new endogenous growth theory,this study constructs an analytical framework for the new rural collective economy development,pointing out that the keys to developing the new rural collective economy are stimulating endogenous development driving forces and making full use of exogenous resources.Once the endogenous driving force is activated,it can attract high-quality exogenous resources,which will act on endogenous development in return,optimizing the development structure.The continuous interaction and integration of internal and external elements contribute to the sustainable development of rural industries.Further analysis suggests that the interest linkage mechanism and the multi-subject resonance mechanism are crucial for the integrated development of rural endogenous and exogenous resources.This study selects S Village in Beijing as a typical case.It finds that stimulating endogenous driving forces and strengthening the connection with exogenous resources are necessary conditions for the development of the new rural collective economy.Rural elites serve as the key links connecting the government,capital,and villagers.Constructing a multi-stakeholder collaborative interest linkage mechanism helps to promote a close connection among stakeholders.In addition,during the development process,it is necessary to give full play to the joint governance role of an effective government,an efficient market,an organic society,and the villagers.Using measures such as scientific planning,standardized business guidance,and systematic institutional guarantees,a resonance mechanism should be formed to support the process of optimal resource allocation,promote industrial upgrading,and drive the development of the new rural collective economy.
