摘  要:新污染物独特的持久性、生物累积性以及毒性给生态治理带来了全新挑战。构建一个针对新污染物的治理体系,可以有效推动生态治理现代化,对维护国家生态安全具有深远的战略意义。本研究从韧性理论的视角出发,结合我国的具体国情,深入剖析了新污染物的生态安全风险以及当前治理的双重脆弱性,并在此基础之上,结合韧性理论,从新污染物治理制度、科技、经济以及文化韧性四个维度出发,系统地描述了我国新污染物韧性治理的构建思路及路径,以期为我国新污染物的韧性治理工作提供科学的指导和新的发展方向,同时也为维护国家生态安全和新污染物治理决策提供新思路。Due to the distinct persistence,bioaccumulation,and toxicity of emerging contaminants,they present new challenges for ecological governance.Establishing a governance system tailored specifically for these contaminants can effectively advance the modernization of ecological governance and has profound strategic significance for maintaining national ecological security.This research,from the perspective of resilience theory,deeply analyzes the ecological security risks posed by emerging contaminants and the dual vulnerabilities encountered in governance,considering China′s specific national context.Building on this analysis,the research systematically describes the construction ideas and pathways for resilient governance of emerging contaminants in China from four dimensions:institutional resilience,technological resilience,economic resilience,and cultural resilience.The aim is to provide scientific guidance and new developmental directions for the resilience governance of emerging contaminants,while also offering new insights for decision-making in national ecological security and pollutant management.
