摘　　要：随着全球化和区域一体化的不断深入,都市圈规划政策在平衡区域内住房供需中的作用日益重要。本研究聚焦于旧金山湾区这一美国经济与科技的重要中心,报告了其住房规划政策体系在解决城市发展中的住房挑战方面的显著成效。通过案例研究和比较分析方法,本文深入探讨了旧金山湾区住房规划政策体系的三大关键要素:政策框架、规划体系和实施机制。研究结果显示,旧金山湾区通过明确职责分工、创新土地制度和开发引导规范,构建了一个多层次、多维度的住房规划管理体系。该体系不仅注重住房的可负担性和可获取性,还强调住房政策与交通、环境及社会公平的协同发展。对于中国快速发展的大都市区,如深莞惠都市圈,旧金山湾区的住房规划政策体系提供了宝贵的经验和启示,尤其在推动区域经济平衡和提升社会包容性发展方面具有重要的借鉴意义。本研究的创新之处在于,它不仅分析了旧金山湾区住房规划政策的成效,而且提出了对中国特定都市圈住房问题解决策略的具体启示,为相关领域的政策制定和实践提供了新的思路和策略。Within the context of globalization and regional integration,urban cluster planning policies have become increasingly significant in balancing housing supply across regions.This study scrutinizes the San Francisco Bay Area,a key economic and technological center in the U.S.,to report on the distinctive features of its housing planning policy system in tackling urban development challenges.Utilizing case study and comparative analysis methodologies,the paper provides an in-depth examination of the Bay Area’s housing policy framework,planning system,and implementation mechanisms.The research findings indicate that the Bay Area has effectively constructed a multi-tiered,multi-dimensional housing planning management system through clear delineation of responsibilities,innovative land policies,and development guidance norms.This system prioritizes not only the affordability and accessibility of housing but also integrates housing policy with transportation,environmental sustainability,and social equity.For rapidly developing metropolitan areas in China,such as the Shenzhen-Dongguan-Huizhou urban cluster,the Bay Area’s housing planning policy system presents valuable lessons and insights,particularly regarding the promotion of regional economic equilibrium and the enhancement of socially inclusive development.The study’s contribution lies in its analytical approach to the Bay Area’s housing policies and the derivation of targeted strategies for addressing housing issues in specific Chinese urban clusters,providing novel insights and strategies for policy-making and practical implementation in the field.
