农业产业链治理何以持续推进?——一个“三圈理论”分析框架

摘　　要：农业产业链治理与乡村产业振兴、农业现代化、共同富裕息息相关。依托“三圈理论”分析框架从价值圈、能力圈、支持圈研究Y县农业产业链治理得以持续推进的逻辑理路。研究发现:价值观念的凝聚与统一构成了农业产业链治理得以持续推进的前提要件,应通过大力宣传引导价值、动员教育凝聚价值、带头示范践行价值等举措奠定价值基础;强化自身能力建设是农业产业链治理得以持续推进的关键一环,应通过优化农业产业链的链条化发展能力、品牌化发展能力、协同化发展能力、现代化发展能力、绿色化发展能力予以实现;获得支持是农业产业链治理得以持续推进的重要保障,即必须获得多元主体大力支持、多重要素强力支持、多种机制合力支持。“三圈理论”分析框架为整体、系统解读农业产业链治理的持续推进提供了新的分析路径,也为持续推进农业产业链治理走向深处提供了理论解释依据。Agricultural industrial chain governance is closely related to rural industrial revitalization,agricultural modernization and common prosperity.Based on"the three circles theory"analysis framework,this paper studies the logic to continuously promote agricultural industrial chain governance in Y county from the value circle,ability circle and support circle.The study found that:Firstly,the cohesion and unity of values constitute the prerequisite for the sustainable development of agricultural industrial chain governance,and the value foundation should be laid by vigorously publicizing guiding values,mobilizing education to condense values,and taking the lead in demonstrating and practicing values.Secondly,strengthening self-capacity building is the key to the sustainable development of agricultural industrial chain governance,which should be realized by optimizing the chain development ability,brand development ability,collaborative development ability,modernization development ability and green development ability of agricultural industrial chain.Finally,obtaining support is an important guarantee for the sustainable development of agricultural industrial chain governance,that is,it must obtain strong support from multiple subjects,elements and mechanisms.The analysis framework of"the three circles theory"provides a new analytical path and a theoretical explanation basis for the overall and systematic interpretation of the sustainable development of agricultural industrial chain governance.
