“一带一路”框架下中越高等教育合作发展问题研究

摘  要:中越两国毗邻而居,经贸关系密切,文化传统相似,这些因素都是两国开展高等教育国际合作的优势。特别是“一带一路”倡议为两国在人文交流领域创造了许多便利条件,推动两国在“一带一路”框架下的高等教育合作取得了显著成果。当前,这一合作还存在参与主体存在地区局限、合作程度与交流领域有待拓展、两国留学生吸引力不对称等问题,需要加强顶层统筹规划,扩大两国高等教育合作的主体范围,拓宽交流合作领域,建立定期师资合作交流培养机制,推动中越高等教育合作发展迈上新台阶,助力中越命运共同体建设走深走实。China and Vietnam live in close proximity to each other,and have close economic and trade relations and similar cultural traditions,all of which are advantages for international cooperation in higher education between the two countries.In particular,the“Belt and Road”Initiative has created a lot of con-venient conditions for the two countries in the field of humanistic exchanges,and promoted the cooperation between the two countries in higher education under the framework of the“Belt and Road”and it has achieved remarkable results.However,there are still some problems in this cooperation,such as the regional limitations of the participants,the degree of cooperation and the field of exchange to be expanded,and the asymmetry of the attraction of international students between the two countries.It is necessary to strengthen the top-level overall planning,expand the scope of higher education cooperation,broaden the fields of cooperation,and establish a regular teacher exchange training mechanism,to push the cooperation and development of higher education between China and Vietnam to a new level,and help the construction of a community with shared future between China and Vietnam to be deepened and realized.
