共同富裕视角下我国社会保障资金支出效率研究

摘　　要：本文基于DEA模型、Malmquist指数、Dagum基尼系数等方法,探讨了2012—2021年共同富裕视角下我国社会保障资金支出效率的静态和动态演变、区域差异及其空间非均衡的演化特征,为我国政府制定相关社会保障政策提供科学依据。研究结果发现:首先,我国社保资金支出效率区域分布不均衡;其次,2012—2021年我国31个地区全要素生产率正在以每年8.6%的速度递减;再次,2012—2021年我国技术进步指数偏低是造成社保资金全要素生产率低的重要原因;最后,2012—2021年我国社保资金支出效率的区域内差异呈现出波动趋势。此外,将来研究还需进一步对共同富裕视角下我国社会保障的演变规律、空间变化等问题开展深入研究。Based on the DEA model,Malmquist index,Dagum Gini coefficient and other methods,this paper explores the static and dynamic evolution,regional differences,and spatial imbalance of the effi-ciency of social security expenditure in China from 2012 to 2021 from the perspective of common prosper-ity,providing scientific basis for the Chinese government to formulate relevant social security policies.Results has found that firstly,there is regional imbalance in the efficiency of social security fund expendi-ture in China;secondly,from 2012 to 2021,the total factor productivity of 31 regions in China is decreasing at an annual rate of 8.6%;thirdly,the low technological progress index in China from 2012 to 2021 is an important reason for the low total factor productivity of social security funds;finally,the regional differences in the efficiency of social security fund expenditure in China from 2012 to 2021 showed a fluctuating trend.In the future,further in-depth research is needed on the evolution laws and spatial changes of social security in China from the perspective of common prosperity.
