摘 要:国家科技计划项目是中国知识产权的重要来源,在大力推进知识产权强国建设的背景下,优化国家重点研发计划项目知识产权管理尤为必要,对提升国家科技计划项目知识产权管理效能具有示范和引领作用。通过梳理当前的理论研究成果,对部分已验收项目研发的专利状态进行跟踪查询,结合项目管理实践分析重点研发计划项目知识产权管理的现状和不足,并结合“健全重大科技项目知识产权管理流程”试点工作经验,从政策、机制、操作三个层面提出相关建议,创新性构建知识产权管理框架,对提升国家科技计划项目知识产权管理效能具有理论参考和实践指导价值。National Science and Technology Planned Projects(NSTPP)are pivotal sources of intellectual property(IP)in China.With the vigorous promotion of IP power strategy in China,optimizing the IP management of National Key Research and Development Program(NKRDP)is particularly essential,which can play a demonstrative and leading role in advancing the efficiency of IP management of NSTPP.This paper compiles the current theoretical research results,tracks and queries the patent status of some accepted projects,and analyses the current situation and deficiencies of IP management of NKRDP in the light of project management practice.Moreover,relevant suggestions targeted at the policy,mechanism,and operation are proposed by combining the pilot work experiences from the initiative to“improve the IP management process of major science and technology projects”.The framework of IP management is constructed in an innovative way,which has theoretical reference and practical guiding value for advancing the efficiency of IP management of NSTPP.
