省域科技安全水平测度及时空差异演变

摘  要:以系统理论为指导,本文构建涵盖科技体系完整性、核心技术控制力、自主创新能力、风险抵御能力等内部因素以及国际科技合作与竞争、经济与贸易环境、法制环境、社会文化因素等外部环境变量的省域科技安全评价指标体系,对2018—2022年中国省级行政单元的科技安全水平进行测算。权重赋值及综合评价方法采用熵权法和优劣解距离法(TOPSIS)。研究结果揭示,在所考察期间,中国各省的科技安全水平整体呈现“东高西低,南强北弱”的空间格局,以北京及广东、江苏等沿海地区为强势区域,形成“高-高聚集区”。其次,从空间相关与集聚角度而言,中国各区域的科技安全水平基本呈正相关,然而自相关性随着时间推移逐渐减弱。Guided by systems theory,this paper constructed a provincial-level science and technology security evaluation index system.The system encompasses internal factors such as the integrity of the scientific and technological system,control capability over core technologies,independent innovation capacity,and risk resistance capacity,along with external environmental variables including international scientific-technological cooperation and competition,economic and trade conditions,legal environment,and socio-cultural factors.The science and technology security levels of China's provincial administrative units from 2018 to 2022 were assessed.The weights were assigned and evaluated using the entropy weight method and the Technique for Order Preference by Similarity to Ideal Solution(TOPSIS).The results reveal that during the study period,provincial science and technology security levels exhibited an overall spatial pattern of“higher in the east and lower in the west;stronger in the south and weaker in the north.”Beijing,Guangdong,Jiangsu,and other coastal regions emerged as prominent“high-high agglomeration zones.”Moreover,spatial correlation analysis indicates a general positive correlation among regional science and technology security levels across China,though the autocorrelation gradually weakened over time.
