摘　　要：党的十九届五中全会通过《中共中央关于制定国民经济和社会发展第十四个五年规划和二〇三五年远景目标的建议》,提出“促进科技开放合作,研究设立面向全球的科学研究基金”。为了进一步优化资源配置、助力源头创新,本研究从国际视角出发,以美国、英国、德国等主要发达国家科研人才资助体系为研究对象,了解其全球科研基金的现状,探究各国人才类重点项目及相关重要奖项的资助模式及机制,研判全球科研基金发展的趋势性特征,探索新发展背景下中国全球科研基金的发展模式,为中国全球科研基金的设立、国际科技合作工作开展及政策制定提供决策支撑。The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China adopted the“Proposals for the 14th Five-Year Plan for Economic and Social Development and the Long-Range Objectives Through the Year 2035”,proposing to“promote open cooperation in science and technology,and consider establishing a global scientific research fund”.To further optimize resource allocation and assist innovation at the source,the study takes an international perspective and focuses on the research talent funding systems of major developed countries such as the United States,the United Kingdom,and Germany.It seeks to grasp the status of global research funds,investigate funding patterns and mechanisms for pivotal talent initiatives and significant awards,and identify emerging trends in global research funding.The research aims to provide decision-making support for establishing China's global research fund,conducting international scientific and technological cooperation,and formulating policies.
