国家公益性学术文献服务平台建设思考

摘　　要：本文梳理我国公益性学术文献服务现状,分析我国学术文献公益性保障面临的形势和存在的问题:外文学术文献信息安全保障形势严峻,公益性中文学术文献资源自主建设不足,我国开放科学进展缓慢限制了学术文献公益服务效率,学术文献保障不平衡不充分问题依然突出。提出我国公益性学术资源建设框架,需要夯实外文印本文献资源战略保障,推动外文学术文献数字资源统筹建设,推进外文学术文献数字资源长期保存,提升公益性平台中文学术文献数据质量,加强原创科研论文自主集成发布。对此,需要基于数据深度加工推进新一代学术文献公益发现系统建设,包括建设国家学术文献元数据总库,深化学术文献数据知识化加工,建设公益性学术文献发现系统,推动知识组织基础设施建设和应用。同时,还需要加强公益性学术文献服务体系建设,完善国家公益性学术文献服务网络,扩大学术文献开放免费服务,基于公益性平台推进开放数据服务,加强开放科学素养培育与公益服务宣传推广。最后,提出我国公益性学术文献服务平台推进策略,应当加强公益性学术文献服务平台的统筹规划和组织领导,加强开放科学相关政策方案制定和落实,加大财政投入力度,强化服务效果评估和市场监管,推动各类学术文献平台分工合作的生态机制建设。This paper reviews the current state of non-profit academic literature service in China.It also analyzes challenges faced in ensuring non-profit academic literature support:the situation of information security in foreign academic literature is severe;the independent construction of non-profit Chinese academic literature resources is insufficient;the slow progress in advancing open science in China restricts the efficiency of public service for academic literature;and issues of unbalanced and inadequate protection persist.Based on these observations,this paper puts forward a framework for construction of national non-profit academic resources.It is necessary to consolidate the strategic support for printed foreign literature resources,promote the overall construction of digital foreign academic literature resources,enhance the long-term preservation of these digital resources,improve the data quality of Chinese academic literature in non-profit platforms,and strengthen the independent integration and release of original scientific research papers.In this regard,it is necessary to promote the construction of a new generation of public service discovery system based on in-depth data processing.This includes building a national academic literature metadata database,strengthening the knowledge-based processing of academic literature data,building a public service academic literature discovery system,and promoting the construction and application of knowledge organization infrastructure.It is also necessary to strengthen the construction of non-profit academic literature service system,improve the national non-profit academic literature service network,expand open and free academic literature service,promote open data service based on public welfare platform,strengthen the cultivation of open scientific literacy,enhance public awareness,and promote public service.Finally,this paper proposes strategies to advance non-profit academic literature service platform.Efforts should be made to enhance the overall planning,orga
