摘　　要：失业保险基金是失业保险制度社保属性和就业政策属性的中间链接,是制度正常运行的关键。实现基金收支平衡和长期可持续,是失业保险基金管理的核心目标,更是失业保险事业高质量发展的根本保障。本文从基金运行管理的视角分析我国失业保险基金收支平衡性的变化态势,用以检视失业保险基金管理的基本原则、基本现状与当前失业保险制度发展阶段的适用性,借鉴典型国家失业保险基金管理的成熟经验,明确与我国失业保险制度功能相适应的基金备付期限和基金滚存结余规模,据此提出完善失业保险基金管理制度的对策建议。The unemployment insurance fund is the intermediate link between the social security and employment policy,and is the key to the system’s normal operation.Realizing the balance and Sustainability of the fund is the core goal of unemployment insurance fund management,and it is also the fundamental guarantee for the high-quality development of the unemployment insurance.To examine the basic principles and current situation of unemployment insurance fund management and the applicability of the current development stage of the unemployment insurance system,the article analyzes the changing trend of the balance of China's unemployment insurance fund from the perspective of fund management.Drawing on typical countries'mature experience in unemployment insurance fund management,the article clarifies the fund reserve period and fund accumulation balance scale that are suitable for the functions of China's unemployment insurance system,and proposes suggestions to improve the management system of unemployment insurance fund.
