摘　　要：森林抚育是林分改造、促进林木健康生长,提高森林质量,增加森林蓄积量,提升森林碳汇和碳中和能力,改善生态环境主要的森林经营措施。通过对山西省森林抚育现状和森林抚育存在的问题分析,阐述了影响森林抚育的立地条件、作业量、抚育难易程度、林分结构和林相状况等小班抚育因子的重要性,提出精准、真实和详细的作业设计、分类经营要求。对科学预算、合理安排和优化配置森林抚育补助资金提出新观点。按分类经营,合理、规范和量化使用森林抚育补助资金提出探索。通过完善山西省森林抚育政策法规,加大扶持力度,加强科技创新和基础设施建设,加强森林抚育的监管与追责,创建森林抚育试点单位,为山西省森林抚育走向可持续经营提供可靠决策机制。Forest nurturing is the main forest management measure to transform forests,promote the healthy growth of trees,improve forest quality,increase forest accumulation,improve forest carbon sink and carbon neutrality,and improve the ecological environment.Through the analysis of the current situation of forest cultivation in Shanxi and the problems existing in forest cultivation,the importance of small-class nurturing factors such as site conditions,operation volume,difficulty of nurturing,forest division structure and forest phase conditions that affect forest cultivation is expounded,and the requirements of accurate,real and detailed operation design and classified operation are put forward.Put forward new views on the scientific budget,reasonable arrangement and optimal allocation of forest cultivation subsidy funds.Operate according to classification,and explore the reasonable,standardised and quantitative use of forest care subsidy funds.By improving Shanxi forest care policies and regulations,increasing support,strengthening scientific and technological innovation and infrastructure construction,strengthening the supervision and accountability of forest care,and creating a pilot unit for forest care,we will provide a reliable decision-making mechanism for Shanxi forest care to move towards sustainable management.
