全面实施个人养老金制度的多维困境及优化策略--基于国际借鉴的角度

摘  要:2024年12月《关于全面实施个人养老金制度的通知》发布,意味着试点期结束,个人养老金制度将作为第三支柱的标志性内容全范围铺开。做大做强第三支柱面临诸多困难,既要面对政策发展目标、发展空间、受益对象等国际共性难题,又要面对中国情境下如何提高制度吸引力、扩大参保率的具体问题。国际经验表明,个人拖延、金融素养、同伴效应和选择过多等因素会影响个人养老金的发展,而自动登记制度、增加默认选项、设计投资组合、普及金融教育等有针对性的措施可以有效提高参保率。研究借鉴国际经验,从波纹推动、完善政策支持、协调合作等方面提出优化策略。In December 2024,the Notice on the Full Implementation of the Individual Pension System was released,marking the end of the pilot period and the full rollout of the Individual Pension System as a landmark content of the third pillar.But there are many difficulties in making the third pillar stronger,including facing common international challenges such as policy development goals,development space,and beneficiaries,as well as specific problems in China on how to improve the system’s attractiveness and increase participation rates,International experience shows that individual procrastination,financial literacy,peer effects,and too many choices can affect the development of individual pensions,while targeted measures such as automatic enrollment systems,increasing default options,designing investment portfolios,and promoting financial education can effectively increase participation rates,By studying and learning from international experience,this paper proposes optimization strategies from the perspectives of ripple effects,policy support improvement,and coordination and cooperation.
