摘　　要：以土地整治促进农业发展和村庄更新,是长期以来德国土地政策的一个突出特点。从历史演进脉络来看,德国的土地整治,最初是强调农地规模化经营,然后是注重村庄更新,最后是关注农村综合环境的改善。借助土地整治,德国农村的土地利用效率大幅提高,农业现代化已经实现,村庄更新和农村环境可持续发展成效受到广泛认可。中国与德国同属人地关系紧张的国家,在建设农业强国、全面推进乡村振兴进程中,可以借鉴德国土地整治的思路,统筹考虑现代农业发展、村庄“空心村”治理及宜居宜业和美乡村建设,协同推进农用地和村庄建设用地的整体性改革和高效利用。One of the prominent features of Germany’s land policy is to promote agricultural development and village renewal through land consolidation.From the perspective of historical evolution,Germany’s land consilida-tion emphasized promoting large-scale management of agricultural land firstly,then focused on village renewal,and ultimately aimed at comprehensive improvement of the rural environment.With land consilidation,the efficiency of rural land use in Germany has been greatly improved,agricultural modernization has been achieved,and the effectiveness of village renewal and sustainable rural environment development has been recognized widely.Both China and Germany are countries with tense human-land relationships.In process of building up China’s strength in agriculture and advancing rural revitalization,China should learn from the ideas of Germany’s land consiladation,taking into full account of agricultural development,the management of“hollow villages”,and the construction of beautiful and harmonious conuntryside that is desirable to live and work in,thereby jointly promote the comprehensive reform and efficient utilization of agricultural land and village construction land.
