基于城乡老年人群差异的县域养老服务设施规划布局研究——以浙江省江山市为例

摘　　要：在以县城为重要载体的城镇化背景下,开展基于老年人群城乡差异的县域养老服务设施规划布局研究,对于构建老年友好型社会尤为重要。为体现人文关怀,本文结合浙江省衢州市江山市案例,从养老服务设施供需发展趋势、特征和问题出发,按照“需求画像—设施布局—场景设计—实施保障”的逻辑路径,提出“横纵拓展的分类分级设施体系、依托生活圈的多级均等设施布局模式、差异复合的设施功能场景配置标准、分层衔接的规划保障机制和基于养老一张图的智慧养老服务平台”等应对策略,以期为老年友好型城乡建设提供经验借鉴。In the context of urbanization with county towns as an important carrier,the planning and layout of county-level elderly care service facilities based on the urban-rural differences of the elderly population is particularly important for building an elderly-friendly society.To reflect humanistic care,this paper illustrates the case of Jiangshan City,starting from the development trend,characteristics,and problems of supply and demand of elderly care service facilities.It follows the logic of'demand portrait-facility layout-scene design-implementation guarantee'.The paper proposes strategies such as'horizontally and vertically expanding classified facility systems,multi-level equal facility layout mode based on life circle,differentiated and composite facility function scene configuration standards,layered planning guarantee mechanism,and smart elderly care service platform based on one elderly care map'.It will contribute to providing experience for the construction of elderly-friendly cities.
