制度改革如何影响城市创新水平?——基于全面创新改革试验区的准自然实验

摘　　要：全面创新改革试验区是国家破除体制障碍和探索新发展路径的重要尝试,以全面创新改革试验区带动城市创新,引领中国建设成为创新型国家是高质量发展阶段的重要议题。文章基于2011—2019年全国267个城市的面板数据,将全面创新改革试验区作为“准自然实验”,使用双重差分法分析全面创新改革试验区政策对城市创新水平的影响及作用机制。研究发现:全面创新改革实验区政策能够显著提升城市创新水平;全面创新改革试验区政策将通过财政补贴增加,人才集聚和市场环境优化三个机制提升城市创新水平;全面创新改革试验区政策对东部城市和高行政等级城市的创新水平发挥更大的提升作用。结论将为丰富全面创新改革试验区的政策内涵、实现制度变革与城市创新双赢发展提供新思路。The comprehensive innovation reform pilot zone is an important attempt for the state to break the institutional obstacles and explore new development paths.Driving the urban innovation with the comprehensive innovation reform pilot zone to lead China to becoming an innovative state is an important issue in the high-quality development stage.Based on the panel data of 267 cities in China from 2011 to 2019,this paper takes the comprehensive innovation reform pilot zone as a“quasi-natural experiment”,adopts the difference-in-difference method to analyze the effect and mechanism of the comprehensive innovation reform pilot zone policy on the level of urban innovation.The study finds that:The comprehensive innovation reform pilot zone policy can significantly improve the level of urban innovation;the comprehensive innovation reform pilot zone policy will promote the level of urban innovation through the three mechanisms of increasing financial subsidy,gathering talents and optimizing market environment;the comprehensive innovation reform pilot zone policy will play a greater role in promoting the level of innovation in eastern cities and cities with high administrative hierarchy.The conclusion will provide new ideas for enriching the policy connotation of the comprehensive innovation reform pilot zone and achieving the win-win development of institutional reform and urban innovation.
