摘　　要：目的探讨中国公立医院的政府采购管理现状,为提升其管理水平提供对策和建议。方法针对受调者基本信息、政府采购管理现状,采用文献分析法、德尔菲法,自行设计《公立医院政府采购管理现状问卷》。于2023年9月至10月,采用分层抽样法,按照不同的地区划分从国内公立医院中选取220所,从每所医院相关人员中随机抽取1名进行问卷调查。结果本次调查回收问卷220份,有效问卷216份。经分析,组织架构中,体系完整占11.57%,管理上统一归口占80.09%;组织运营中,制度较完善占83.79%、决策机制健全占11.11%、风险防控良好以上占80.09%、员工配备与能力满足需要占67.59%、系统互联互通占16.20%。结论从主体责任、组织建设、工作模式方面优化组织架构,从加强制度建设、决策机制、内控管理、队伍建设和信息化建设方面强化组织运营,有利于提升公立医院政府采购管理水平。Objective To explore management status of public hospital government procurement in China,so as to provide countermeasures and suggestions for improving management level.Methods Based on basic information of the respondents and management status of government procurement,Questionnaire on Management Status of Public Hospital Government Procurement was designed by oneself using literature analysis method and Delphi method.From September to October 2023,a stratified sampling method was adopted to select 220 public hospitals in China according to different regions.One person was randomly selected from each hospital for a questionnaire survey.Results A total of 220 questionnaires were collected in this survey,of which 216 questionnaires were valid.After analysis,in organizational structure,system integrity accounts for 11.57%,unified management accounts for 80.09%;in organizational operations,83.79%had relatively complete systems,11.11%had sound decision-making mechanisms,80.09%had good risk prevention and control,67.59%had employee staffing and ability to meet needs,and 16.20%had system interconnectivity.Conclusion Optimizing organizational structure from the aspects of main responsibility,organizational construction,and work mode,strengthening organizational operation from the aspects of institutional construction,decision-making mechanism,internal control management,team building,and information technology construction,are helpful to improve the level of government procurement management in public hospitals.
