摘　　要：聚焦中国经济高质量发展,需要兼顾“质”与“量”的双重目标。推动经济质的有效提升和量的合理增长,是中国经济发展策略中的重要组成部分,它反映了新时代中国经济从高速增长阶段转向高质量发展阶段的战略需求。从生成逻辑来看,马克思主义的经济发展“质”与“量”思想为其提供了根本理论支撑,新中国历来的经济发展“质”与“量”思想为其提供了重要历史遵循,习近平新时代经济发展“质”与“量”论述为其提供了科学实践要求。从科学内涵来看,确定质量指标、弥补质量短板、注重创新和技术升级是实现经济质的有效提升的关键所在;不同于传统经济增长模式,经济量的合理增长更加注重平衡发展、可持续增长、改善收入分配和消除社会不平等。从实践方略来看,需要以新发展理念为指导,以供给侧结构性改革为主线,以社会主义基本经济制度为保障,以现代化经济体系为战略支撑,统筹推进经济发展提质增量的有机统一。Focusing on the high-quality development of China's economy,it isnecessary to balance the dual goals of"quality"and"quantity".Promoting the effective improvement of economic quality and the rational growth of quantity is an important part of China's economic development strategy,which reflects the strategic demand for China's economy to shift from a stage of high-speed growth to that of high-quality development under the background of the new era.From the perspective of generation logic,for the existence of this idea,Marxist thoughts on the quality and quantity of economic development provide fundamental theoretical support,the thoughts on the quality and quantity of economic development throughout the history of New China provide important historical guidance,and Xi Jinping thought on the quality and quantity of economic development for a New Era provide scientific practical requirements.From the perspective of scientific connotation,determining quality indicators,addressing quality shortcomings,and focusing on innovation and technological upgrading arethe key to achieving the effective improvement of economic quality.Unlike traditional economic growth models,the rational growth of quantity pays more attention to balanced development,sustainable growth,improving income distribution,and eliminating social inequality.From the perspective of practical strategies,it is necessary to guide by the new development concept,take supply-side structural reform as the main line,ensure the basic economic system of socialism,and support the modern economic system as a strategic pillar,to coordinate and promote the organic unity of improving the quality and increasing the quantity of economic development.
