制度压力下资源型企业低碳转型的组织行为选择——基于合法性与效率的视角

摘  要:碳中和背景下的资源型企业低碳转型存在投入高、周期长、见效慢等问题,转型行为亟待研究。不同制度压力可能对组织低碳转型产生拉动力或推动力,由此引发企业选择主动或被动的应对行为。以资源型企业陕西钢铁集团形成低碳转型理念的过程为例,不仅识别出资源型企业在不同制度压力下的低碳转型行为,并基于合法性与效率视角探究这些制度压力驱动资源型企业采取对应转型行为的路径。结果表明:第一,资源型企业在低碳领域面临管制、规范和认知3种制度压力,3种制度压力分别驱动企业采取节能降耗、研发创新和制度机制调整3种低碳转型行为。第二,制度压力下企业的转型动因是企业在经济效率与环保合法性之间寻求平衡。研究丰富了制度理论和企业可持续行为领域文献,同时为更好驱动资源型企业低碳转型实践提供理论支持。Under the context of carbon neutrality,low-carbon transformation of resource-based enterprises often faces issues such as high investment,lengthy duration and low efficiency,which necessitates the study of transformation behaviors.Different institutional pressures may exert either a"pull"or a"push"effect on organizational low-carbon transformation,leading to various proactive or reactive responses by the companies.Using Shaanxi Steel Group,a resource-based enterprise,as an example,this study identifies the low-carbon transition behaviors under various institutional pressures and explores the pathways by which these pressures drive resource-based enterprises to adopt corresponding transformation behaviors from the perspectives of legitimacy and efficiency.The research findings indicate:First,resource-based enterprises face three types of institutional pressures in the low-carbon field-regulative,normative,and cognitive,these pressures respectively drive enterprises to adopt three low-carbon transition behaviors:energy conservation and emission reduction,research and innovation,and institutional mechanism adjustment.Second,under institutional pressures,the driving force for enterprise transformation lies in seeking a balance between economic efficiency and environmental legitimacy.The study enriches the literature in the field of institutional theory and corporate sustainable behavior,while providing theoretical support to better drive resource-based firms'low-carbon transition practices.
