中国海洋经济低碳转型进程评估及其影响因素:基于低碳效率与低碳全要素生产率的双重视角

摘  要:推进海洋经济低碳转型是实现海洋经济增长与碳减排双赢的重要途径,而低碳效率与低碳全要素生产率(TFP)则是评估低碳转型进程的两个重要指标。鉴于此,以海洋经济为研究对象,将CO_(2)排放作为非期望产出,采用包含非期望产出的超效率SBM模型及GML指数测算2005—2019年中国海洋经济的低碳效率和低碳TFP值,基于此分别评估中国沿海各省份海洋经济低碳转型进程,并对其影响因素展开分析。结果发现:中国海洋经济低碳效率仍处于较低水平,但进步明显,低碳TFP总体呈正增长趋势,技术进步是其主要增长动力;中国海洋经济低碳转型在时间上呈先趋缓后平稳又加速的上升趋势,空间上呈南高北低态势;经济发展、海洋产业结构与海洋科技投入能推动中国海洋经济低碳转型,而环境规制强度、对外开放水平与港口活跃度的影响则对其产生负向影响。针对此,提出提高海洋经济低碳效率与低碳全要素生产率,因地制宜探索海洋低碳发展路径,统筹兼顾推动低碳转型均衡发展等建议。Promoting the low-carbon transformation of the marine economy is an important pathway to achieve a win-win scenario between marine economic growth and carbon emission reduction.Two critical indicators for evaluating this transformation are low-carbon efficiency and low-carbon total factor productivity(TFP),both of which encapsulate the principles of low-carbon development.This paper focuses on China's marine economy,using CO_(2) emissions as an undesirable output,applies the super-efficiency SBM model,which accounts for undesirable outputs,and the GML index to measure the low-carbon efficiency and low-carbon TFP of China's marine economy from 2005 to 2019.Based on the measurements,the study evaluates the low-carbon transformation across China's coastal provinces and further explores the influencing factors.The findings are as follows:the low-carbon efficiency of China's marine economy remains at a relatively low level,but notable progress has been observed,the low-carbon TFP shows a positive growth trend,driven primarily by the technological advancements.Temporally,the lowcarbon transformation of China's marine economy exhibits a trend of initial deceleration,followed by stabilization,and subsequent acceleration.Spatially,a distinct pattern emerges,with higher levels of transformation in the south compared to the north.Economic development,marine industrial structure,and investment in marine science and technology significantly promote low-carbon transformation.Conversely,the intensity of environmental regulations,the level of openness,and port activities negatively impact the process.In light of these findings,it is proposed to improve the lowcarbon efficiency and low-carbon TFP in the marine economy,adopting region-specific low-carbon development strategies,and fostering balanced progress in low-carbon transformation across regions.
