共同富裕视域下社区公共体育服务供给的理论框架、现实问题与发展路向

摘　　要：共同富裕是社会主义的本质特征,推进共同富裕是国家战略任务。本研究运用文献资料法、田野考察法等研究方法,从共同富裕视域对社区公共体育服务供给进行探究。理论框架为:为人民群众服务的价值取向体现党的执政方向、社会主要矛盾决定了共同富裕的服务导向、新理念明确我国经济社会的发展目标、共同富裕与社区公共体育服务供给的内在关系、全面发展观体现经济与社区公共体育服务的一体性。现实困境:管理体制与运行机制不健全、体系建设依据不足、经费来源单一、体育人才缺乏、体育活动有失多样化、效果评价体系未能有效建立和实施。发展路向:发挥政府职能建设政策法规、制定全面的社区体育服务供给规划、多种途径获取资金支持、加强专业化体育人才队伍的建设、增加社区公共体育服务设施供给多元化、建立评价体系推行绩效评估机制。Common prosperity is the essential characteristic of socialism,and advancing common prosperity is a national strategic task.This study employs research methods such as literature review and field research to explore the provision of community public sports services from the perspective of common prosperity.The theoretical framework includes:the value orientation of serving the people reflects the party's governing direction,the principal contradiction in society determines the service orientation of common prosperity,new concepts clarify the development goals of China's economy and society,the intrinsic relationship between common prosperity and the provision of community public sports services,and the holistic development view embodies the integration of the economy and community public sports services.The practical dilemmas include:inadequate management systems and operational mechanisms,insufficient basis for system construction,limited funding sources,lack of sports talents,lack of diversity in sports activities,and ineffective establishment and implementation of effect evaluation systems.The development directions are:leveraging government functions to establish policies and regulations,formulating comprehensive plans for the provision of community sports services,obtaining funding support through multiple channels,strengthening the construction of a professional sports talent pool,diversifying the supply of community public sports service facilities,and establishing an evaluation system to implement performance assessment mechanisms.
